A Home Town For Stray Dogs

We are in noway against being an animal lover . All creations of god should always  co-exist with we the human community. Especially in a country like India where all religions exist as unity in diversity we should take care of all the animals as a matter of their right to live on earth peacefully without harming each other and anything else. When a person has done an illegal or criminal activity he is eligible to get punished .A mad person who create harm to other people is eligible to be put in chain at any mental hospital. Similarly dogs without owners so called stray dogs is eligible to be put somewhere in forest .Dogs which attempts to harm a person or a dog which has got a disease like hydrophobia which is a threat to the whole human community  is eligible to be killed .All stray dogs that roam around the town with human population is eligible to be cut off their reproductive organ so that they wont contribute to their future population .Its true that only humans have the faculty of thinking right way that is the reason why we come up with such a suitable solution that wont either disturb their population as they are put in their habitat in forest nor will be a problem to our community. A country should always think of the welfare of its people and give people the value as its citizen as we are the people who should take our country to a higher level. People should always take care of themselves more than animals in our habitat. Any thing that cause harm to our community is a threat so everyone should behave accordingly.

Incident at Attingal in April following old man’s death

People’s representatives of various local bodies in Attingal are in a fix after receiving summons from the Supreme Court for being involved in the culling of stray dogs in April. The culling followed the death of an old man from stray-dog bites.

The notices have been issued to M. Pradeep, chairman of Attingal municipality; A.S. Sreekantan, chairman of health standing committee at Kizhuvilam panchayat; Manju Pradeep, ward member of Chirayinkeezhu block panchayat; and B.S. Bijukumar and A. Shahjahan, ward members of Kizhuvilam panchayat.

On April 7, a pack of stray dogs had mauled to death 85-year-old Kunjukrishnan, near Mamom.

The death led to tension in the area. The local people, along with the people’s representatives, had killed several stray dogs in the area, following this.

The Attingal police had arrested Manju Pradeep, Sreekantan, Bijukumar, and Shahjahan the next day.

On people’s side

According to Mr. Sreekantan, they were facing the consequences of standing up for the people who voted for them.

“It was a tense situation in the area following the death of the old man. People from nearby wards also had come there, demanding an end to the stray-dog menace. We had to do something to control their anger. So, we all joined them in killing a few stray dogs in the area. We are ready to face punishment for that. The four of us will be present at the Supreme Court on July 17, for the next hearing,” he said.

However, M. Pradeep, chairman of Attingal municipality, is perplexed at receiving a summons from the court, as he was not even present in the area, when the culling happened.

“It’s true that the incident happened in Attingal. But, I had not even gone to this place. My name was mistakenly included in this. Even when the police complaint was filed, my name was not there. I have got legal opinion that I should be present at the court,” said Mr. Pradeep.

The court served the order based on a petition filed by lawyer and activist Prashant Bhushan, on behalf of Haryana native Nikita Anand, alleging that activities of the people’s representatives violate three orders of the apex court regarding the culling of stray dogs.

Animal rights activists, bureaucrats exchange words

HYDERABAD: An inquiry by the State Human Rights Commission into the dog bite problem here on Monday witnessed heated arguments between animal rights activists led by MP Maneka Gandhi and bureaucrats who were accused of killing dogs indiscriminately by using poison or attacking them with rods.

Ms. Gandhi and several other animal lovers, including actor Amala Akkineni, strongly protested against the action of municipal authorities in hiring dogcatchers and giving them targets for each operation. The teams caught dogs that were already sterilised and vaccinated and subjected them to trauma. They lassoed the dogs and swung them in the air several times before finally dumping them in vans, they said.

Some activists even alleged that the teams took bribes from people to let dogs out of their clutches. The officials, however, denied they resorted to killings. There was no need for them to kill as the situation was not alarming. Only rabies-affected and ferocious dogs were killed, they maintained.

Ms. Gandhi made a strong plea for effective implementation of the Animal Birth Control (ABC) programme to check dog population in the State. She also sought a blanket order on the lines of the one issued by the Tamil Nadu Government banning the killing of dogs. She said the ABC programme of simultaneously sterilising and vaccinating dogs proved successful in curbing dog bites in several States. Ms. Gandhi said a study by World Health Organisation had proved that the ratio of dog bite would go up with killing of dogs. This was because there was a dog-for-dog replacement as hostilities between dogs and human beings increased.

Ms. Gandhi expressed her anger at Cyberabad Deputy Commission of Police E. Damodar when the latter questioned the scientific validity of her explanation.

Food source

She went on to elaborate that the dog-for-dog principle worked on the basis of food source available for the stray dogs. The dogs shared the quantity of food available in a particular locality among themselves. If some of them were caught and killed by municipal authorities, dogs from elsewhere would take their place. The new dogs are strangers in that area and they immediately exhibited aggression.

If it was for this reason that there was a good police investigation for this issue the question the ask is :Is Dags More Important 'Than Human Being Of India?' .Laws should be implemented with some sort of common sense from the part of officers.

Kerala’s decision to kill ‘dangerous’ dogs unlawful: Maneka

Union Minister Maneka Gandhi has criticised the Kerala government’s decision to kill “dangerous” stray dogs, calling it “unlawful and unscientific,” even as she claimed that the move can make other canines even more hostile.

The Union Women and Child Development Minister also asked the Kerala government where the money given to the Atate for sterilisation of dogs has been spent.

“You say kill, kill, kill. You keep killing and they keep biting. The dog becomes hostile,” Ms. Gandhi said.

She said the Kerala Cabinet’s decision to kill dangerous canines to deal with the dog menace can be misused. “This is an excuse to kill any dog,” she claimed.

“Where is the money given by Animal Welfare Board of India to Kerala for sterilisation of dogs? Where has that gone?” she asked.

Ms. Gandhi, who is also an animal rights activist, said that killing dogs is not only unlawful but counter-productive as it will lead to more breeding.

“If you kill the dog, females will breed more. Also, dogs will come from outside. I am totally with the people of Kerala but if you keep killing, you break the law and you continue to do things that do not work,” she said.

She said the best solution is to sterilise the dogs.

“If you sterilise the dogs they will be happy, they will be gentle. No sterilised dog ever bites. They will also be vaccinated and the problem will go,” Ms. Gandhi said.

“Delhi had 5 lakh dogs and that number would never come down. Once we started sterilising the number came down to 70,000 even though the population and waste of Delhi has gone up over the years,” she said.

The minister also blamed heavy urbanisation in Kerala leading to more waste generation and rise in number of stray dogs.

“Dogs are scavengers, they come to eat the rats. Unless you clean up the waste, rats increase. Kerala is very heavily urbanised. There is very little control on the waste. Unless you deal with the waste, your rats will come, with that dogs will come too,” she said.
